Abstract

Regional languages in Indonesia face continuing decline as intergenerational transmission weakens and daily communication increasingly shifts toward Indonesian. This study aimed to design, develop, and formatively evaluate the Bahasa Nusantara application to support regional language revitalization in East Nusa Tenggara, Indonesia. Using design science research, user needs from students, parents or guardians, and institutional employees in Tetun Fehan, Bunaq, and Adang communities were translated through Persuasive Systems Design into interconnected learning components. Formative evaluation with experts, teachers, and children showed stronger credibility and social support, while usability and independent use required further improvement. Effective digital language revitalization should combine trusted learning resources, teacher mediation, child-friendly onboarding, and community participation. The study provides a practical design basis for community-based regional language learning.
